Lawmakers approved two bills to allow some community colleges to provide bachelor’s degrees in nursing, but California State University already offers these degrees.

The growing strike may complicate matters for the more than 169,000 undergraduate students at six campuses as they wrap up instruction and take final exams.

The proposal would have meant challenging a federal law that bars employers from hiring undocumented immigrants. Advocates requesting the change argue that the University of California, as a state agency, is exempt from that law.

While the Cal State and UC systems received more money in 2023, they still face financial challenges. And they also must address labor strife.

While the numbers of transfers to four-year colleges are increasing, still fewer than 15% of local community college students take steps towards undergraduate degrees, according to CalMatters.
