Larry Esquivel will take over the role of San Jose’s chief of police starting later this week. City Manager Debra Figone sent out a memo late Monday afternoon announcing the decision.

The topic of bumping and staff reductions takes center stage at Tuesday’s City Council meeting, the first of 2013. Other items on the agenda include loaded questions for police chief candidates, the city manager’s upcoming trip to Las Vegas, Curb Cafés, a dog park group getting its due and city property sales, one of which could benefit a local charter school group.

With fewer resources to combat crime, the San Jose Police Department reports that nearly a quarter of the 45 homicide victims in 2012 were 18 years old or younger.

The San Jose Police Department exodus continues unabated, with SJPD officer and former police union presidential candidate Jon Baker tallying the total at 18 resignations just this month. The Police Officers Association pegs the number at 23. Surprisingly, Baker is one of those resignations, as he will transfer to the Colma PD and will start there next week.

A culture war is being waged between some San Jose police officers and Independent Police Auditor LaDoris Cordell. Judge Cordell has taken issue with a T-shirt that was designed for officers in an elite tactical unit that is equipped with assault rifles. Cordell, who called the shirt’s design “a thug logo,” features the acronym SJPD, a human skull with two assault rifles crossed in the background and the motto “Usus Ferocitas,” which in Latin can translate to several meanings.

Tonight marks the start of another series of community meetings designed to garner input about a prospective Police Chief. But what if the best choice is already right here at home?

San Jose police officers have been working around the clock to combat an uptick in crime as the numbers of officers diminish. But one officer worked enough that the hours just didn’t seem to add up. Officer Jeffery Enslen, 45, was booked for one count of felony grand theft Thursday.

Two rules in this political life: 1. Never fight a land war in Asia; and 2. Never send out an attack ad saying police aren’t doing their jobs. San Jose Councilmember Rose Herrera apparently missed the memo on the latter maxim.

Last month, I wrote that I was supporting . But now, after speaking with others working in the field of preventing human trafficking, I have changed my mind. The polls on Proposition 35 show almost 90 percent of the people will vote for it. Who wouldn’t vote for a ballot measure that increases fines and penalties for human traffickers? Proposition 35 seeks to alter current state laws regarding human trafficking by expanding the definition and increasing the punishment for those convicted of human trafficking crimes. On the face that sounds like a great way to increase the penalties for terrible crimes against youth and adults forced into prostitution or slavery. However, the devil is in the details. 

A public safety hearing will be held at 7pm Tuesday evening, after the City Council meeting. At the meeting, soon-to-retire Police Chief Chris Moore is expected to deliver his report on crime in San Jose this year, trends compared to past years and, in particular, how the San Jose Police Department has responded since nine homicides occurred in August.

San Jose Police Chief Chris Moore will announce at a 2pm press conference today that he is retiring at the end of January 2013. David Vossbrink, the city’s communications director, confirmed that a national search for a new chief will be launched this week.

San Jose Municipal Code Section 8.12 authorizes the use of the Police Reserves. Although the Reserves are available, the city is not utilizing their full potential. Use of the Reserve officers could offer valuable assistance to the city because they are fully sworn and have the authority of a regular officer under California Penal Code Section 832.6(a). Reserves have already completed the police academy and carry a gun.

Mayor Chuck Reed received a traffic ticket Tuesday morning for not using his turn signal. A photo of the ticket was then leaked to the media. Police Chief Chris Moore was not pleased, and he vowed to find those responsible and hand out some discipline. Let’s break this thing down.

As a result, a battle for millions of dollars in equipment and staffing, and has been quietly waged for months between the SJPD and the Santa Clara County Sheriff’s Office over who should process criminal prints.
