City officials will hold a study session Tuesday on how to restore public services lost in the past decade of budget cuts, namely by considering a couple tax increases for the 2014 ballot. Police pay and staffing is a top priority, according to several memos.

In a move New York Mayor Michael Bloomberg might appreciate, Councilman Ash Kalra wants to ban sugary drinks from all city-owned buildings and city-sponsored events. Other items on the Rules and Open Government Committee agenda include a potential raise in the airport’s noise curfew fines and David Wall alleging that the Environmental Innovation Center fiasco was a ponzi scheme.

Pete Constant became the second San Jose councilmember to file forms that he intends to run for mayor of San Jose in 2014, joining Vice Mayor Madison Nguyen, who announced her intentions in December of last year. Downtown Councilman Sam Liccardo is also expected to file forms today.

A proposal for a new construction fee to rake in more money for affordable housing has sharply divided the City Council. Vice Mayor and 2014 mayoral candidate Madison Nguyen and Councilman Don Rocha say San Jose desperately needs another funding source for low-income housing since the state-ordered end of Redevelopment Agencies (RDA). But councilmen Pete Constant and Johnny Khamis strongly disagree. Other issues at Tuesday’s City Council meeting include a public hearing to raise the medical marijuana tax and a fight over a recycling facility near the San Jose Flea Market.

A Sacramento lobbying firm appears to be playing a game of snooker when it comes to misleading San Jose residents about crime and casinos. The “Consumer Alliance for a Strong Economy” has been scaring residents into believing the city wants to deregulate card club oversight through robocalls, provocative mailers and even a Mercury News op-ed.

Despite an uptick in crime and a top brass changing of the guard, fewer people logged complaints against the San Jose Police Department in 2012 compared to previous years. There was a 7-percent drop in citizen complaints last year, according to an annual report by the Independent Police Auditor’s office, which is on the agenda for Tuesday’s City Council meeting. Other items on the agenda include additional expenses for the Environmental Innovation Center project.

Councilman Pierluigi Oliverio proposes pushing back the City Council’s start times to 4:30pm, at least, while still keeping meetings on Tuesdays. His plan goes before the Rules and Open Government Committee today. Other items include a review of the city auditor’s contract and an odd letter from City Hall gadfly David Wall about Councilman Pete Constant.

McDonald’s doesn’t make you fat or cause ridiculous amounts of traffic, Pete Constant want people to know. Constant and fellow councilman Xavier Campos signed a memo Friday arguing that a proposed McDonald’s in Constant’s district should be approved on appeal.

McDonald’s wants to build one of its fine dining drive-throughs across the street from a middle school, but San Jose residents who spoke up at a recent public hearing aren’t lovin’ it. A public hearing will be held over the fast-food joint at Tuesday’s City Council meeting. Other items on the agenda include the proposal to turn Agnews Development Center into a high school and the San Jose Water Company’s $2 million bid for pipe repairs.

When it rains it pours, and the month of March has flooded San Jose’s 2014 mayoral race with new candidates. On Thursday, fellow Councilman Pete Constant confirmed with San Jose Inside that he will make a run to become the top elected official in San Jose. That brings the total number of contenders to an unofficial count of five.

Parts of City Hall, left a bit empty after layoffs and the Redevelopment Agency’s closure, may soon be open to anyone looking to lease a slice of the swanky 18-story downtown centerpiece. Proceeds from the market-rate rents will go right to the city’s general fund, according to a memo going before the Rules and Open Government Committee on Wednesday. Other items include the Pete Constant-Johnny Khamis memo asking the city to investigate how public funds were used to fund a county sales tax measure carried out by organized labor.

Last week, I participated as the alternate for Mayor Chuck Reed on the oversight board for the Successor Agency to the Redevelopment Agency (SARA). The primary focus of the meeting concerned the approval of a one-year extension to the existing Letter of Credit (LOC) with JP Morgan bank. This extension had already been passed by the City Council, but it was still up to the SARA Oversight Board to approve the extension as well.

While on its executive committee, prospective county supervisor candidate Cindy Chavez helped move hundreds of thousands of dollars out of a local health nonprofit, according to copies of board minutes obtained by San Jose Inside. At a pivotal meeting last June, Chavez voted to approve a budget that included a line item in which one of her employers, Working Partnerships USA, had a financial interest—and to fund a political campaign that was largely run by her other employer, the South Bay Labor Council. The two transactions totaled $400,000, more than a quarter of the Santa Clara Family Health Foundation’s budget.

Two members of the San Jose City Council are calling for an investigation into whether city funds were illegally used in local campaigns. Councilmembers Pete Constant and Johnny Khamis are asking the city manager and city attorney to “investigate whether any city funds that were provided to either Santa Clara Family Health Foundation or VMC Foundation were used to fund any campaign activities in any manner,” according to a memo released Thursday. The memo notes that the city has given the foundations more than $6 million in the last three years.

Madison Nguyen has ended her soul-search over a run for George Shirakawa Jr.‘s vacant county supervisor seat, deciding she’ll focus on the 2014 mayoral race in San Jose—despite some of her colleagues prodding her to get into the special election. That leaves a field that will likely soon include Cindy Chavez.
