Team San Jose Doubles Revenue Goals

Team San Jose, the city’s tourism and facilities management agency, vastly exceeded gross revenue goals last year. In 2012-13, the decade-old nonprofit generated $23.8 million—more than twice the projected target, according to an annual audit up for review at Tuesday’s City Council meeting. Also on the agenda are plans to bring a music stage to St. James Park, a citywide financial audit and a discussion about changing building height requirements around the San Jose airport.

Council to Discuss Developer Incentives at First Meeting of New Fiscal Year

Since slashing construction fees for high-rise development in downtown, two towers have broken ground, including the $135 million 23-story project at One South Market. Hoping to spur more nearby development, the City Council on Tuesday will consider whether to vote in a similar half-off discount for buildings of any size as long as they create jobs. Other items on the agenda for the first council meeting of the 2013-114 fiscal year include another look at building restriction height around the airport, a potential study of the city’s sewer system and an update on the city’s graffiti abatement contract.

Clothing Recyclers Oppose Box Ordinance

Enough people have complained to the city about drop-off containers for used clothing, mostly in grocery story parking lots, as being magnets for graffiti and trash, that San Jose’s Planning Commission agreed earlier this year to do something. But some people suspect this is part of a larger strategy by Goodwill Industries, Inc. to put up a little more red tape for companies that own the scattered-about donation boxes. A proposed ordinance is criticized in a letter submitted to the public record for Wednesday’s Rules and Open Government Committee.

Council Looks for New IT Chief, More Developer Fees

City officials admit that San Jose’s IT department tails behind other Silicon Valley municipalities, and to change that they want a new department head. In questions geared toward candidates applying for the role of chief information officer, the City Council asks how the applicants plan to make San Jose more competitive and how to improve data access to the public. Other items on Tuesday’s San Jose City Council agenda include a $10 million airport taxiway proposal, a resolution supporting a ban of flavored tobacco sales in San Jose and a possible bump in fees for developers.

The economic viability of San Jose’ airport (SJC) is in a precarious position. Bond payments are now due for the $1.7 billion dollar airport expansion, and, ultimately, the payment could fall to the general fund if airport revenue cannot cover what is owed. In order to avoid a bailout by tapping into the general fund, it is important to run the airport in the black. There are two ways to do this: either increase revenue or reduce expenses.

The city’s General Fund is not legally obligated to pay an airport expense or debt service payments.However, the City Council has discretion over the allocation of general fund monies in general, and may approve an allocation of General Fund monies for airport expenditures. This includes payment of debt service. The allocation of general fund resources to the airport would be a policy decision by the City Council, not a legal obligation.

Mineta San José International Airport had trouble living up to its name after a $1.3 billion modernization project was completed in 2010. Simply put, the word “international” left some people dubious about the lack of flights beyond U.S. borders. But a step in the right direction was announced Wednesday.
