The recent appointment of Larry Esquivel to “interim” San Jose Police Chief, and the “indefinite” time extension given to name a new police chief, is a stark admission of governmental failure for the city of San Jose.

This week’s inauguration of Republican Johnny Khamis to the San Jose City Council is a bittersweet moment for yours truly. On one hand, I’m disappointed to have worked on the losing end of the District 10 campaign last fall, and as a lifelong Democrat, I’m frustrated that my hometown’s leadership has shifted further to the right. On the other hand, we were already there, and at least this gives me something to write about.

Predicting the future of politics is a tricky proposition, as Nate Silver pointed out in his NY Times blog and book during the election season. But taking a closer look at local issues, there are a few predictions you can, or can’t, count on in the future.

The governor signed 876 new laws that went into existence on Jan. 1, 2013. But how many stupid, unenforceable, unconstitutional and simply misguided laws were taken off the books?

In one of her final requests as a San Jose councilmember, Nancy Pyle asked the Rules committee on Wednesday to let the council discuss an audit regarding staffing levels and employee bumping to different positions due to layoffs, resignations and retirements. The committee told her to kick rocks.

Jim Unland had his leadership of San Jose’s police union questioned internally as well as in the press the last couple weeks. But when the Police Officers Association’s election—held over the course of several days—came to a close Tuesday morning, Unland easily retained his position as president of the POA, defeating officer Jon Baker by a wide margin, according to a POA source.

Looks like Proposition 35 is already under fire after winning with a resounding 81 percent of the vote on election night. Prop. 35 increases penalties for human traffickers and requires those convicted of even a misdemeanor to report their Internet provider and user name to law enforcement. A judge blocked this part of the proposition after the ACLU and Electronic Frontier Foundation (EFF) filed a complaint.

San Jose Mayor Chuck Reed took a trip to Iowa this past weekend to speak with the state’s conservative governor and a taxpayer group about pensions.

One of the Election Night’s big surprises was the shellacking County Assessor deputy David Ginsborg took in his aggressive bid to win a board seat on the Santa Clara Valley Water District. Barbara Keegan finished almost 25 points ahead of his paltry 32 percent of the vote, while Drew Spitzer finished a distant third.

At 8:58 this morning, Robert Braunstein sent out a mass email congratulating Johnny Khamis on his victory. “The voters of District 10 made their choice,” he wrote. “I know Johnny will work hard on City Council to represent San Jose and this District well.”

Thursday marked the last filing deadline for campaign disclosure forms and independent committee expenditures before the Nov. 6 election. This means the next 11 days will feature a flurry of campaign spending, the details of which won’t be known until after people go to the polls. One thing that can be said for certain, though, is that the District 8 City Council race between Rose Herrera and Jimmy Nguyen is costing major money. How much? More than $700,000 so far, and it could approach $1 million by the time the election is held.

Remember when Mayor Chuck Reed received a traffic ticket for not using his turn signal? It seems that story refuses to die a timely news cycle death, as the mayor said in a radio interview this week that he’s concerned police officers are selectively enforcing the law.

The San Jose City Council race between Rose Herrera and Jimmy Nguyen just got a little crazier. The Police Officers Association announced late Friday that a political action committee (PAC) supporting Herrera will need to return $100,000 to a PAC controlled by Mayor Chuck Reed. But the mayor says that has yet to be decided.

San Jose Mayor Chuck Reed decided to endorse Johnny Khamis for the District 10 City Council seat in November’s election. Reed, who was joined in supporting Khamis with former San Jose Councilmember Pat Dando and State Assemblymember Jim Cunneen, both of whom are Republicans, called Khamis “a long time friend and a loyal supporter” in a press release sent out Tuesday morning. His selection is interesting on a number of fronts.

Tuesday’s City Council meeting will feature a fight over the city’s pawn shop ordinance, unforeseen expenses for the Environmental Innovation Center and some political gamesmanship on upcoming ballot measures for the November election.
