Experts say Silicon Valley’s homeless crisis—like that of the nation—is interwoven with its long, painful history structural racism. 

Though they’re among the most vulnerable, unhoused people struggle to get tested for the coronavirus and find shelter for quarantine.

The vouchers approved by city leaders on Tuesday will be funded through a state grant called the Homeless Emergency Aid Program.

On Tuesday, the San Jose City Council is expected to approve a $1.95 million contract with the nonprofit LifeMoves.

Some have lost faith in the program, which was hailed as an innovative short-term fix for the growing number of car-dwelling families.

The program would make San Jose eligible for state funds to incorporate minority and lower-income dispensary workers into the local industry.

After years of planning and false starts, San Jose is finally poised to launch a “safe parking” initiative for people living out of their cars.
