A report issued earlier this week cleared San Jose State University of any wrongdoing in the way it reacted to reports of an alleged hate crime against an African American student on campus last semester. But a closer look at the evidence shows that there were red flags the school failed to notice, according to some members of a task force assigned to review the report.

A video campaign launched by the San Jose Police Department and the Office of the Independent Police Auditor aims to solicit tips from the public to solve homicide cases that have gone cold. “Make the Call, San Jose” airs on CreaTV and is funded by the SJPD.

San Jose will start looking for ways to pay for body-worn cameras on police officers, which Independent Police Auditor LaDoris Cordell says will lessen citizen complaints and keep officers accountable for the way they conduct themselves in the field. That and more at this week’s Rules and Open Government Committee meeting.

In the wake of high-profile hate crime allegations on campus, San Jose State University has enlisted a retired judge to conduct an independent review of what happened. LaDoris Cordell, San Jose’s independent police auditor, will oversee the investigation, which will look at how the university failed to prevent four white students from racially terrorizing a black roommate.

Last year it was utility bills. This year, the San Jose Independent Police Auditor’s office has placed signs on more than 100 buses in San Jose, asking residents to reach out if they think a police officer has has broken the law or acted inappropriately. Judge LaDoris Cordell, who oversees the IPA, says the buses on which the ads are displayed—in English, Spanish and Vietnamese—come out of the Chaboya garage line and criss-cross East San Jose and downtown.

Despite an uptick in crime and a top brass changing of the guard, fewer people logged complaints against the San Jose Police Department in 2012 compared to previous years. There was a 7-percent drop in citizen complaints last year, according to an annual report by the Independent Police Auditor’s office, which is on the agenda for Tuesday’s City Council meeting. Other items on the agenda include additional expenses for the Environmental Innovation Center project.

In its last meeting of 2012, the City Council on Tuesday will discuss issues varying from lease agreements and property sales to pay increases for the independent police auditor and council/board appointments for 2013.

A culture war is being waged between some San Jose police officers and Independent Police Auditor LaDoris Cordell. Judge Cordell has taken issue with a T-shirt that was designed for officers in an elite tactical unit that is equipped with assault rifles. Cordell, who called the shirt’s design “a thug logo,” features the acronym SJPD, a human skull with two assault rifles crossed in the background and the motto “Usus Ferocitas,” which in Latin can translate to several meanings.

In closed session Tuesday morning, the City Council will discuss the work of Judge LaDoris Cordell, San Jose’s Independent Police Auditor since April 2010. The discussion between the mayor and 10-member council will focus on whether or not to grant Cordell a 4-year term.

A slap shot from HP Pavilion, through Guadalupe Park and into the neighboring creek bed, a rooster makes its home. He lives among shopping carts, deflated tire tubes and toilet paper rolls, empty beer cans and coolers, a Negro Modelo sign lodged in the fresh mud and a half-dozen people who spend their nights sleeping in tents. Karen Ellfson is one of these people. She lives here with her husband. At 30 years old, a month shy of her next birthday, the Morgan Hill native knows that in two weeks she’ll need to find a new home. She’s one of several dozen homeless people with targets on their backs.

The office of the Independent Police Auditor, led by retired judge LaDoris Cordell, conducted “unprecedented outreach” in 2011, according to its annual report released this week. As a result, the office received a 26 percent increase in the amount of complaints filed against the San Jose Police Department compared to a year prior. The IPA provided 30 recommendations, some of which were as small as prohibiting tobacco chewing to as large as overhauling Internal Affairs.

In his outstretched palm, Atul Lall holds a molar, a wisdom tooth and four fragments of teeth that broke free when a tequila bottle encountered his jaw. Three days before last Thanksgiving, the 32-year-old San Jose native was driving away from the Lucky’s grocery store on South White Road in east San Jose. As he pulled his car out of the lot, Lall says that three men, without apparent reason, ripped him from the driver’s seat and beat him while dousing him with liquor. They called him a terrorist. Almost three months since the incident, the second-to-last of San Jose’s 32 hate crimes reported last year has sparked two separate police investigations. The first continues to search for the three men suspected of beating Lall.  The other, sources confirmed, is being conducted by Internal Affairs, the police department’s watchdog, which is looking into claims that investigators bungled the case and blamed the city’s budget problems for their inability to find the culprits.

Sgt. Bobby Lopez, the former San Jose police union president, ignited a firestorm last month when reports surfaced that he boasted of having a spy in the Independent Police Auditor’s (IPA) Office. Now he has hired an attorney and won’t talk.

Two weeks ago, the usually loquacious Lopez announced that he would run for his old job as president of the San José Police Officers Association (POA). Lopez said he believes George Beattie, his media-shy predecessor, is a weak leader.

LaDoris Cordell, San Jose’s Independent Police Auditor, says a study has concluded that there is no spy inside her office.

“I am greatly relieved that the investigation has determined that there are no leaks of confidential information by any member of my staff,” Cordell said at a press conference outside her downtown office this afternoon.

Cordell announced her conclusions in response to a June 9, 2010 article in the San Jose Mercury News. The newspaper claimed that confidential information from inside the IPA’s office had been leaked to SJPD Sgt. Bobby Lopez, the former president of the San Jose Police Officers Association, during his tenure.
