Shaky, candid home videos and snapshots documenting the lives of two slain Santa Cruz police officers played on a loop inside HP Pavilion’s massive overhead projectors Thursday. The memorial service for Sgt. Loran “Butch” Baker, 51, and Officer Elizabeth Butler, 38, welcomed nearly 18,000 into the downtown San Jose arena, following a motorcade of fire engines, motorcycles, cop cruisers, trucks and limousines that snaked its way down Highway 17. Thousands of onlookers, from first responders to Hells Angels, stood on the roadside to express their condolences, raising signs or laying down flowers on the curb.

The Beltway in Washington D. C. is a place of intrigue. Dysfunction, infighting, ancient irrelevant practices, and crises of leadership are common. Yet, sometimes there are individuals who stand out as diamonds in the rough.

Much has been said recently about law enforcement budgeting. One of the shared community goals is to increase the actual number of police officers. In addition, another shared community goal is for pension reform. In my opinion, these two objectives are inextricably linked.

The governor signed 876 new laws that went into existence on Jan. 1, 2013. But how many stupid, unenforceable, unconstitutional and simply misguided laws were taken off the books?

Last year, way back in 2012, Gov. Jerry Brown broke a state record by signing more bills into law during his three terms than any other governor since 1967. (Take that, Reagan.) In 2012 alone, Brown signed an astounding 876 regular-session bills. Here’s a select overview of some of the more relevant laws now in effect.

The last week of September was busy for Gov. Jerry Brown, as he signed and vetoed bill after bill. A bill that many justice advocates were watching was SB 9, called the Fair Sentencing for Youth Act and authored by San Francisco Senator Leland Yee. The bill carved out a narrow opportunity for certain adults who were convicted as juveniles—serving life sentences without the possibility of parole—to appeal for resentencing. The Governor signed the bill September 30. 

Governor Jerry Brown and other state lawmakers announced their plan Tuesday to curtail public employee retirement benefits. The Public Employee Pension Reform Act of 2012, which will require approval of the state legislature and could lead to a vote for additional changes, would cap pensionable salaries, require new hires to pay more into the system while getting less in return, increase retirement ages, and require final compensation to consist of a three-year average rather than the final 12 months, in an effort to prevent spiking.

San Jose State can’t even claim to be a commuter school anymore. A news release sent out by the university last week announced it won’t accept new students from California for the Spring 2013 semester—but SJSU will allow students to apply from outside the state and country to reel in extra tuition fees.
