The atmospheric river will be most severe on Friday, with a flood watch already in effect today through Sunday, a wind advisory today and tomorrow for the entire Bay Area and Gov. Gavin Newsom declaring a state of emergency for Santa Clara and 20 other counties.

After years of record California budget surpluses, Gov. Newsom outlined a plan to deal with a deficit he projects at $22.5 billion and said he can keep his big promises despite the shortfalls.

The City of San José and American Red Cross announced Monday that its 24-hour emergency evacuation center at Seven Trees Community Center, 3590 Cas Drive, was at capacity. Starting at 4pm Jan. 9, the city will open an additional 24-hour emergency evacuation center at Camden Community Center, 3369 Union Ave.
