On January 22, five weeks before former Supervisor George Shirakawa Jr. was charged with 12 criminal counts, Cindy Chavez met District Attorney Jeff Rosen for lunch at P.F. Chang’s in downtown San Jose.  Not only did Chavez throw down the race card and lobby Rosen “not to do anything,” South Bay Labor Council’s new executive Ben Field also lunched with Rosen and echoed the message.

The fierce battle for our nation’s schoolchildren is entering a new stage of conflict, and the National School Board Association (NSBA) is reforming itself to take up the fight. Diane Ravitich, a nationally renowned author and keynote speaker at the NSBA’s recent conference in San Diego, delivered a blistering attack against federal education policies and “entrepreneurs” that hurt public education.

To the delight of hungry volunteers throughout Silicon Valley, San Jose Councilman Kansen Chu is back on the campaign trail. Chu, known for generously feeding his election workers—who at times double as his council staff—hopes to fill the seat of State Assemblyman Bob Wieckowski, who is running for a State Senate seat. One of Chu’s likely opponents is Teresa D. Cox, a trustee on the Ohlone Community College Board who previously worked as a White House community coordinator during the Bubba administration back in the ’90s.

Two years ago, District Attorney Jeff Rosen cleverly cushioned the effects of county-mandated pay cuts for some of his senior prosecutors through an accounting loophole. After his top supervisors were disproportionately affected by the cuts, he started giving them “admin leave” so they could collect vacation time for a payout down the road to replace lost wages. The slick move, legal under county policies, got the attention of County Executive Jeff Smith, who’s now asking Attorney General Kamala Harris to investigate. The question is: What’s really happening here?

San Jose’s 2014 mayoral race will be as crowded as an elevator going down to the parking garage at quitting time. I view this as a good thing, because the issues need to to be discussed in detail more than ever. I am certain there are some announced and unannounced candidates that get “it.” The “it” is the results we get from our educational institutions.

The Santa Clara County Board of Education is moving quickly to find a replacement for the seat lost by the resignation of Area 6 Trustee Darcie Green, who stepped down last month after the District Attorney’s offie called into question the legality of her appointment. The school board on Wednesday will consider a timeline and form an ad hoc oversight committee to fill the vacancy. Other items on the Board agenda include efforts to prevent teen suicide and a master plan for the coming influx of charter schools.

Former Marin Assemblyman Bill Bagley is a gregarious and genial man. Those who drive highway 101 just beyond the Golden Gate Bridge might recognize the freeway, named for this Republican, that begins just before the Waldo Tunnel on the Marin side of the structure. Yes, a Republican once represented the now liberal enclave that is Marin County. But Bagley wasn’t the kind of Republican we see all too often today.

The Santa Clara County Board of Supervisors on Tuesday will consider granting a fair chunk of change to a nonprofit trying to set itself up as a small business support center. This comes on the heels of greater scrutiny regarding public funds going to entities that are not required to disclose their financial dealings. Also on Tuesday’s agenda, the Board of Supervisors will consider supporting a change to the state Constitution that would lower the percentage of votes needed to raise local taxes.

Teresa Alavarado made it official Thursday, when she filed papers and paid the $1,430.31 fee to run for the vacant District 2 county supervisor seat. San Jose Inside just so happened to be checking up on Registrar of Voters records when Alvarado and her campaign manager, Peter Allen, walked into the office.

San Jose’s Elections Commission received complaints last year about political candidates exchanging coffee for signatures on a nomination petition, raising money after the election to pay off campaign debt and mingling primary and general election funds. In response to some of these complaints, the city wants to update its campaign and ethics provisions, Title 12. A public meeting will be held March 28 at City Hall.

Madison Nguyen has ended her soul-search over a run for George Shirakawa Jr.‘s vacant county supervisor seat, deciding she’ll focus on the 2014 mayoral race in San Jose—despite some of her colleagues prodding her to get into the special election. That leaves a field that will likely soon include Cindy Chavez.

Xavier Campos is a public servant who doesn’t like to talk to the media. For this reason, and maybe a few others, the San Jose councilman refused to answer Fly’s questions about his former campaign treasurer, Linda Delgado, who handled accounting duties for his council race in 2010. Treasurers aren’t usually a hot topic of conversation, but Delgado also happens to be one of the absentee accountants who facilitated George Shirakawa’s embezzlement of more than $100K in campaign contributions.

Funds from two local non-profit health care foundations made their way to phone banks and mail campaigns of the South Bay Labor Council in 2012 after routing the money through a Measure A’s campaign committee. Both the VMC Foundation and the Santa Clara Family Health Foundation gave more than a quarter-million dollars each—a total of $539,000—to support an 1/8th cent county sales tax measure, Measure A. At least $90,000 of those monies were transferred to the South Bay Labor Council. An incestuous tangle of organizations, directors and consultants characterized the transactions, with common decision-makers on both the giving and receiving ends. None of the organization are willing to discuss how the funds were used and how decisions were made. Former San Jose vice mayor and South Bay Labor Council CEO Cindy Chavez currently heads up the nonprofit SBLC-linked Working Partnerships USA (WPUSA) and sits on the board for the Health Trust and Santa Clara Family Health Foundation.

The Santa Clara County Board of Supervisors votes Tuesday on whether to hold a special election June 4, with a possible June 30 runoff, to replace disgraced District 2 Supervisor George Shirakawa Jr. Other items on the agenda include hillside development, potential fundraisers on county property and a huge new contract for the Santa Clara Valley Health and Hospital System.

The District Attorney’s investigation into George Shirakawa Jr. has some new paperwork to add to the pile, as discrepancies may have been found Monday in forms the former county supervisor filed during and after his time as a member of the San Jose City Council in the late 90s and early 2000s. The City Clerk’s Office began making copies of forms for the DA when San Jose Inside’s inspection of “Friends for George Shirakawa Jr.” campaign forms found inconsistent signatures from previous campaign treasurers Shirakawa employed for his 1998 council re-election campaign and officeholder account.

Rising crime rates and controversy surrounding San Jose’s Measure B pension reform efforts may have cut into Mayor Chuck Reed’s approval rating, which, according to a recent opinion poll, is listed at 55 percent.
