As the year winds down, you can almost hear the collective sigh coming from City Hall. Or maybe that’s an echoing whoosh from councilmembers, the mayor, city manager and their staffs, who hightailed it for the holidays. Either way, 2011 was a tumultuous year, fierce in the manner civic actors clashed over pension reform, public safety, pot, a potential ballpark, ballot measures, pay cuts, occupations of city property and other issues of varying degrees of importance.

The day San Jose Inside readers have been patiently waiting for has arrived. The busiest guy in town finally turned in his answers to reader questions that were submitted back in October. After detailing how a Q&A with the chief went wrong, Moore sprang into action with a 4,501-word email. Below are the questions and answers, preceded by Moore’s apology to readers for the delay. We’re sure all of you will understand.

A number of readers have asked what happened to the weekly Q&A series San Jose Inside rolled out in September. Well, not a whole lot. We waited for our third participant in the series, San Jose Police Chief Chris Moore, to respond to some of your questions. And then we waited a little longer. And then a little longer.

In response, protestors have vowed to continue airing their grievances with the nation’s financial inequalities.

Some people said it was only a matter of time until Anthony Batts would leave his post as Oakland’s chief of police following his public and unsuccessful bid to become the head of the San Jose Police Department. Those people were right. Earlier this week, Batts offered the city of Oakland his resignation.

This week, San Jose Police Chief Chris Moore has agreed to answer questions from San Jose Inside readers. He is the third public official to participate in this series. Questions are selected from online posts to this site.

The hot topic at Tuesday’s City Council meeting will be medical marijuana, and a soon-to-be administered regulatory program that has critics on all sides. While the Planning Commission has recommended a more lax approach to the council’s direction, the city’s administration appears unwilling to budge.

Is San Jose really on its way to becoming known as Sin City? Sgt. Jim Unland, vice president of the police union, recently made that claim in a post on the San Jose Police Officers’ Association’s blog site, Protect San Jose. Mayor Chuck Reed dismissed the moniker, but he acknowledged that San Jose needs more police officers. Meanwhile, Police Chief Chris Moore is under fire for the 140% increase in San Jose’s year-to-date homicide rate as well as his frequent trips outside of the city. Could it be that almost everyone in public safety is now losing the public relations battle?

The San Jose Redevelopment Agency’s financial obligations were discussed and voted on last week. The final chapter of RDA will be decided by the State Supreme court sometime before Jan. 15, 2012. Should RDA ultimately end, the state wants to know all of the enforceable obligations. Everything needs to be listed, from bond to lines of credit to legally binding contracts not yet paid out, including debt for affordable housing.

San Jose Police Chief Chris Moore has cut loose two federal immigration agents just two months after being heavily criticized by community groups for his decision to bring in the agents to combat gang violence. The Immigration and Customs Enforcement (ICE) agents reportedly helped the city’s METRO unit arrest 215 gang members during the time they were here.

A story sensationalized last weekend by the Merc’s Sean Webby stops just short of blaming the recent violent-crime spike on SJPD Chief Chris Moore’s business trips. “As San Jose’s homicide rate soared,” Webby writes, “police Chief Chris Moore was out of town on business 12 times.” He goes on to report that “some argue” an absent chief can destabilize a police force battling crime and sagging morale. Maybe so, but who exactly is arguing this (or even saying it under their breath) is unclear.

The number of homicides in San Jose over the last six months has already surpassed the total for all of 2010, which is why the police department is accepting federal assistance to combat gang violence. Two federal immigration officers, who specialize in the removal of violent gang members that are in this country illegally, will be joining the police department.

City Manager Debra Figone passed on applying for a grant that would have saved the jobs of more than a few dozen San Jose police officers but included some significant costs. Members of the Police Officers Association were surprised by the move, and they weren’t the only ones. It seems Figone did not consult the City Council on her decision to pass on applying for the largest possible grant.

A protocol put together a few weeks ago by deputy DA Jim Sibley tried to clarify his office’s stance on medical marijuana with a simple explanation: Collectives are legal under California law if they are clearly nonprofit and follow land-use codes. That didn’t stop Police Chief Chris Moore from telling the San Jose City Council that he’d heard directly from the DA’s office that not one of the 100-plus dispensaries in San Jose is legal.

With word that Chris Moore will shed the interim tag to become the permanent chief of police in San Jose—he was reportedly selected by City Manager Debra Figone over Oakland chief Anthony Batts—reactions are as varied as they are passionate.
