In the first five months of the fiscal year, Santa Clara Valley Medical Center’s on-call and overtime pay for doctors took a staggering leap, going from an average of less than $20,000 a month in 2011-12 to $967,000 this fiscal year. The Board of Supervisors will discuss the $1 billion health agency’s drastic uptick in costs—4,835-percent increase in per-month, on-call wages— as well as other issues at Tuesday’s meeting.

Much has been said recently about law enforcement budgeting. One of the shared community goals is to increase the actual number of police officers. In addition, another shared community goal is for pension reform. In my opinion, these two objectives are inextricably linked.

One of the most generous gifts in San Jose State University’s history will push the school’s journalism and communications department closer to the forefront of the digital age. Bob Rucker, head of SJSU’s School of Journalism and Mass Communications, announced Wednesday that a Jack and Emma Anderson, a couple who owned the press where the Spartan Daily student newspaper was printed for 20 years, left $8.7 million in their will to help the school advance its digital marketing, new media and social media storytelling.

San Jose Parks Foundation, as I mentioned in my first column, was born out of an enlightened look into the future. Funding for parks and trails has been cut to the bone and sometimes worse. Urban and suburban parks are essential economic factors in every municipality. They often are invisible in the economic picture that most of us have.

County school board officials broke open meeting laws by coming to a decision on school boundaries through emails instead of a public discussion, according to one angry parent. Andrea Szabo is once again calling out the county Board of Education, alleging it broke the Brown Act in its email correspondence regarding a school district exemption. Other matters going before the board Tuesday night include a proposed study that would consider realigning the county’s 31 districts and new technological tools for students.

San Jose needs to grow up more than out, according to city leaders who want to extend high-rise developer incentives another few years. Since this is my first column for San Jose Inside, I’ll begin by framing my current endeavor, the San Jose Parks Foundation. Some of you may know of my past, as San Jose Rep Founder, San Jose Arts Roundtable Co-Founder and the After School All-Stars Founding Executive Director.

When the calendar ticked over to 2013, a slew of bills authored last year by our local state senators and assembly members became actual law. Moving forward, those lawmakers have until late February to introduce bills, which means they’re in the middle of planning a legislative agenda for the coming year. We compiled a list of their just-enacted bills and called up those same representatives to ask them what they have planned for the upcoming year.

San Jose’s fire chief, William McDonald, will present a verbal report along with a 46-page written report about the department’s response times—and failure to accurately report them—at Thursday’s Public Safety, Finance and Strategic Support Committee meeting. Also on the agenda is a survey that finds San Jose police officers are about as racist as the rest of local citizens—which isn’t a good thing—and a report on crime around the city’s two casinos.

An old industrial lot northeast of the Tamien Caltrain station, slated to house a two-story elementary charter school, contains toxic levels of herbicides, oils and arsenic, according to an environmental report from the city of San Jose. The Santa Clara County Board of Education at its Wednesday meeting plans to discuss a zoning exemption for the new Rocketship charter school. The county board will also discuss in closed session the potential special election over Trustee Darcie Green’s seat.

New laws pass almost every week in San Jose, often several of them at a single City Council meeting in the form of an ordinance that revises municipal code, enacts a ban, raises fees or changes policy. A neighborhood I grew up in was the focus of a land use discussion raised last week at the City Council meeting. The principal question before the council was whether or not a new school should open up in this neighborhood.

The San Jose Fire Department has a pretty good idea how long it takes firefighters to get to emergencies. Well, some emergencies. SJFD officials told San Jose Inside this week that thousands of emergency calls in recent years were mistakenly left out when calculating response times. In the 2011-12 fiscal year, there were 52,400 reported calls for emergency medical or fire services, according to current department statistics. But SJFD officials now acknowledge underreporting the numbers, and the total will be “significantly higher.”

The topic of bumping and staff reductions takes center stage at Tuesday’s City Council meeting, the first of 2013. Other items on the agenda include loaded questions for police chief candidates, the city manager’s upcoming trip to Las Vegas, Curb Cafés, a dog park group getting its due and city property sales, one of which could benefit a local charter school group.
