A month after the U.S. Supreme Court OK'ed a crackdown on homeless camps, Gov. Gavin Newsom is issuing a statewide call to action.

San Jose and San Francisco scored well in just one category -- investment -- with the San Jose metro area attracting the most venture capital funding of the 25 measured regions. San Francisco ranked eighth, near Philadelphia and New York.

The council's report says the money to end homelessness could come from local, regional, and state sources, including a voter-approved measure that could raise $10 billion.
