  1. Almost 3 dozen districts in Santa Clara County alone, each and every one stuffed with highly paid people and their less highly paid staffs. There are 58 counties. A lot of money to pay chiefs. Yet teachers have to dip into their pockets for supplies. And, on another note, California students rank 44th in literacy and 48th in math and science. That’s a damn lot of money for incredibly lousy results . But, the teachers’ unions spend a lot of money to prevent accountability for the poor results. In short, the system is totally broken at all levels.
