Former commuters who continue to work from home continue to impact the numbers of riders on public transit, especially Bay Area Rapid Transit.
Barring an unexpected, sudden return to pre-pandemic ridership levels, BART's long-term future will likely hinge on a future ballot measure that would partially subsidize the transit agency, according to regional transit officials.
Pre-pandemic fare revenue from BART riders generated roughly $500 million per year, but with weekday ridership regularly sitting between 30 and 40 percent of pre-pandemic levels and no sign of a return to the ridership levels of the previous decade, BART is now aiming to close an annual budget gap of some $300 million.
The grim outlook comes as BART continues the multi-billion-dollar expansion of its Bay Area service into downtown San Jose and Santa Clara.
The San Jose and San Francisco metropolitan areas have the lowest office occupancy rates among the top-10 biggest metros in the country, with San Francisco sitting at just 20.8 percent according to badge swipe data from Kastle Security.
By comparison, an average of 32.8 percent of office space is occupied among the 10 largest metro areas, which includes the two Bay Area cities as well as Los Angeles, New York, Chicago and Austin.
“We built our budget around peak worker riders, and when they went away, it sort of broke our back, it broke the budget,” BART board member Mark Foley said last week during a presentation by the agency's budget and operations officials.
BART's financial planning is further complicated by the fact that roughly two-thirds of its expenses are fixed or semi-fixed, such as upkeep of BART facilities, maintenance and maintaining the BART police force, officials said.
BART officials have been adamant that there is not a level of service cuts that would erase the agency's projected deficits without gutting service to the point that BART would go into a “death spiral,” as planning officials had warned in December.
Without additional revenue from fares, new taxes or some other source, BART is on track to run out of pandemic-era emergency relief funding by mid-2025, they said.
At that point, BART officials estimate that the agency would have to eliminate service on the Richmond-Millbrae and San Jose-Daly City lines, close roughly nine stations, reduce service to weekdays only and limit trains to arriving once every hour just to break even.
Based on current estimates, BART as well as the region's other major public transit operations, the Metropolitan Transportation Commission has considered placing a long-term funding measure on the 2026 or 2028 ballot.
The region's transit coordination agency is also considering placing a $10 billion bond on the November 2024 ballot, which the agency argued will support the development of more than 45,000 affordable housing units across the Bay Area's nine counties.
Transit officials have been hesitant to place both a housing and transit funding measure on the same ballot, with the expectation that voters may shy away from approving multiple bond measures or tax increases at the same time.
A transit-specific ballot measure would support either the Bay Area's five main counties – Santa Clara, San Francisco, Alameda, San Mateo and Contra Costa – or all nine counties.
BART could also place its own measure on a future ballot, one which could be focused on voters in BART's three counties with the most service – San Francisco, Alameda and Contra Costa – or all five counties that the agency serves.
Even with the agency's fiscal cliff not forecast for another two calendar years, BART Board President Janice Li told the board last week that the timeline to decide on the impending budget crisis is even shorter.
“If we don't have a plan in place by the time we pass our next budget in June, we're going to start having to consider austerity measures,” she warned.
Li suggested not finalizing a long-term funding plan in the coming months will also further exacerbate BART's current hiring issues, as workers will be hesitant to apply to a job where they may soon face layoffs.
BART officials plan to meet with state legislators this week and federal legislators in March to discuss the need for protecting and even making efforts to bolster transportation funding.
Some Bay Area state legislators have already indicated support to do so.
A baker's dozen group of lawmakers including Sen. Scott Wiener, D-San Francisco, and Assemblywoman Mia Bonta, D-Oakland, sent a letter Jan. 18 to leadership of both legislative bodies to protect planned transportation funding after Gov. Gavin Newsom suggested billions in cuts in his proposed state budget.
The state is currently facing a deficit of some $22.5 billion, largely due to a nearly $30 billion year-over-year drop in capital gains tax revenue. Newsom has proposed cutting or delaying the allocation of several billion dollars that had previously been earmarked for transit infrastructure projects and modernization.
The legislators argued the state should honor its prior commitments for transportation funding, dipping into the state's $35.6 billion in reserves if necessary, and plan to provide relief funding in next year's budget.
BART Board member Deborah Allen suggested the agency should re-examine and possibly reorganize its structure even if it's not possible to make enough feasible cuts to close BART's projected deficits.
“It's clear more money is needed,” she said. “We cannot cut all the way out of this but I will say that I believe we can cut some of our spending to sort of meet in the middle between more revenue and the expenditures that it takes to run this organization.”
Foley said BART officials should also develop a backup plan if the agency forges ahead with placing a funding measure on a future ballot, noting that the current alternative is the drastic reduction of service that officials have forecast.
“I am concerned that putting our eggs in the tax measure basket, what if that fails, like so many other measures fail, because people don't want to be taxed anymore?” he asked.
Foley added that remote work and hybrid schedules are the new normal and that the agency cannot expect the region to ever return to workers taking BART to their office or business five days per week.
“Any recognition we have around that change of workers and working in the Bay Area needs to be factored into our projections,” he said. “How do we run this service when you only get 50 percent of the riders for the next two decades? What does that look like?”
Obvious Bay Area conclusion – Lets fund an underground BART extension to Palo Alto!
Given “progressives” intentional tailspin in this state, including with transportation policy and in transportation agencies, I’m frankly surprised that Debora Allen hasn’t been run not only off the board but out of BART long ago.
With changes we see with BART and foresee for its future, including being dirty and unsafe, along with much of the Bay Area and else in the state, of course its becoming thinner is a definite possibility.
Underground to Palo Alto? Merely to Palo Alto, not to Millbrae? Deprivation.
Well, it’s another “reasonable” idea of many a dazzled progressive child of whatever age, plus it would win the support (as with Caltrain and other train hopes) of the real, true, actual NIMBYs in Palo Alto, who oppose anything and everything, not just mass housing lunacy and attacks on homeowners.
When the going gets tougher later, the entitled will demand federal as well as state assistance, forever and ever.

Does the author know more about BART’s planned as well as desired future steps or attempts than the rest of us? A Bay Area service loop would mean going all the way around the Bay to Millbrae, eventually, or meeting another extension south from Millbrae toward Santa Clara. A point-and-back route like the VTA extension currently in work (the local area fiscal black hole and local equivalent of the state’s high-speed rail project in its general nature, in multiple ways) is not a loop, even if two separate tracks are used for each direction of travel. A loop is a LOOP. (Not a stupid Musk and Musk fan Loop, either) It has width as well as length.
The author isn’t privy to actual, real work in a back office or put on a shelf for someday to extend south from Millbrae and north, beyond Santa Clara, is he?

Years ago when SANTA CLARA VALLEY TRANSPORTATION AUTHORITY and B.A.R.T. we’re talking to the Community for support and Plata Arroyo Neighborhood Association did not agree with the project.
Lisa Ives, who was presenting for VTA, said to us – BART and Light Rail is coming and the Tax Payers are going to pay for it because Transportation does not and can not pay for itself.
That was about 19 years ago.

This “mega-measure” nonsense is quite annoying. Vote NO. Over the last several elections, voters in Santa Clara County have passed multiple tax and fee increases including gas taxes, two bridge toll increases, three VTA sales taxes, Santa Clara County’s Measure A 1/8 cent sales tax, the state prop 30 ¼ cent sales tax and the 2010 Measure B Vehicle Registration Fee of $10. Additionally, we’re on the hook to pay back numerous state bond issues including high speed rail, the Proposition 1 water bond and the infrastructure bonds of 2006.
All this nickel and diming contributes into making the Bay Area a horribly expensive place to live; especially for people of modest means, who must pay the greatest percentage of their income in these regressive taxes and fees. Each increase by itself does not amount to much, but the cumulative effect is to add to the unaffordability of the region.
Before increasing taxes YET AGAIN, waste needs to be removed from transportation projects. For example, we need to eliminate the redundant and BART extension between the San Jose and Santa Clara Caltrain stations. The BART segment from these stations would duplicate both the existing Caltrain line and VTA’s 22 and 522 buses to a station that has approximately 1000 riders each weekday.
Why don’t the wealthy high rollers in the “Leadership Group” suggest taxing their rich companies and leave the little guy alone for a change?
When are we/they going to realize we are in a recession and we don’t know if/when we’ll pull out of it??

Any ballot Measure or Proposition that asks for even one dime……we will vote NO!! We have food that needs to be found to put on the table, and saving every dime in order to pay the replacement costs of our gas appliances, gas water heater, gas fireplace, gas engine car, etc., required by this failing state.
Mega-Measure was the old latest name for what was emboldened by the passage of the bridge toll measure, plus no doubt the VTA extension of BART into the South Bay. Now the latest darling is Link21 (dumbed-down without the needed space between word and number) taking the SF-East Bay rail tunnel under the Bay that MTC formerly considered, then arbitrarily rejected in an update of its Bay Crossings Study, and holding it up and proposing it now as some glittery, shiny attractive object. (So far, there are no claims of innovation and discovery by groupies, as if Musk had proposed it again now, because MTC doesn’t have any groupies I know of even if transit and rail do.)
Contractor bloat is pre-planned. The only thing missing that would work here is what has been discussed before, adding a service and emergency escape tunnel for vehicles and for passengers, respectively, that could be a rec trail, too. What’s more contractor bloat to something already destined for bloat?

Sounds like BART and MTC need to do what every taxpayer has had to do, cut back and spend less. We don’t get to pick someone else’s pocket because of inflation and stagnant wages.
You can raise fares and reduce services in order to close your gap. Let the users pay the cost; don’t expect to put more burden on the taxpayers.
